Planning Board Minutes
June 26, 2006

Present:        Tim Lasker, Acting Chair, Russell Walton, Mitch Posin, Richard
Osnoss, John Flender, Janet Weidner, and Deborah Cini, Administrative
Assistant.

Public: Steve Schwab, Bill Randol, Andy Goldman, Zelda Gamson, Jim Feiner,
Rachael Rohr of the MV Gazette.


Mr. Lasker opened the meeting at 4:30p.m.

Minutes of June 12, 2006 approved with one amendment.

Mr. Lasker presented the floor to the Housing Committee.
The Housing Committee discussed what kinds of Homesite houses are possible,
the lottery process versus the private selection process, and public monies'
influence on the process. They also discussed limitation of gifts as major
assets to the Eligible Purchaser and what are attractive priorities for an
Eligible Purchaser selection process. The Planning Board was informed there
has been a set of Implementation Guidelines in place but that they are
(always) under review.

Concerns raised were how Eligible Purchasers might abuse the By-Law and the
Guidelines. Other concerns were inheritance and market rate rental. The
Housing Committee is divided as to who may be allowed to inherit the
property. Some members believe the Housing Committee should not state
inheritance restrictions, on the principle that the object of the program is
to attract and allow to remain in Town a variety of useful people. Some
members believe the person inheriting the property must qualify as an
Eligible Purchaser (and use the house as the principal residence) or be
forced to sell the property.  It was stated that it is impossible to
legislate everything and there will be cracks in the system. Concerns about
the Eligible Purchaser renting the house for a six-week period at market
rate were discussed. The Board and the Committee were more concerned about
such market-rate rentals on publicly subsidized properties than on places
originating through private deals.

The Board took a few moments to thank Ms. Cini for her service, as this was
her last meeting as Administrative Assistant. Ms. Cini offered thanks and
stated she very much-enjoyed working for both the Planning Board and Housing
Committee and will miss them.
